Participatory paradise

Digitisation is changing the possibilities for democratic participation. New digital tools provide hope for more direct participatory procedures, but how can we use these new technologies in a way that encourages democracy? On the one hand, we need these digital possibilities for participation, but on the other, citizens’ internet awareness must also be honed. What digital offerings does the state provide for citizen participation? How do participatory tools created by civil society work?

Yet these new participation possibilities also pose risks: we hear about manipulation and abuse almost every day. Social bots influence online discussions and create a confused decision-making process through a “majority illusion” with sometimes dramatic results. In the worst case, participation gets turned on its head and instead of being asked for their contributions, citizens’ data is exploited for observation and control.

Competition can be fragile in this digital age. Opportunities to challenge powerful companies can be few. Commissioner Vestager will discuss the importance of ensuring that technology and markets serve people, not the other way round.

Surveillance capitalism isn't "rogue capitalism," it's *monopoly* capitalism: data-collection doesn't let Big Tech control our minds, but monopolies on search results and app stores do. But surveillance isn't harmless: it's deadly toxic, and has the power to destroy our lives, and it's precisely *because* data produces such poor returns to advertisers that they end up collecting so much of it.

    anders.

When we see “internet of things”, let’s make it an internet of beings.
When we see “virtual reality”, let’s make it a shared reality.
When we see “machine learning”, let’s make it collaborative learning.
When we see “user experience”, let’s make it about human experience.
When we hear “the singularity is near”, let us remember: the Plurality is here.

Millions of refugees and migrants have provided their biometrical data to humanitarian and state actors to obtain a digital identity (DID). While widely applauded as a tool for empowerment and inclusion, DID have also raised many red flags, especially for human rights experts. Keywords: data protection and privacy. We ask "what's the way forward"?

Data is not only a tool but also an infrastructure critical to social and economic development. Discussing the example of open voice data collection in Rwanda, we will explore possibilities to build community-owned data infrastructure, which allows for local value creation, inclusive technology and ultimately reclaims digital sovereignty.
